Description

This is a new position to establish a new department organization for the purpose of planning, managing, and controlling the resources (assets and personnel) for the Laboratory-wide construction, renovation, and renewal projects and for the development of Earned Value Management System (EVMS) resource scheduling and appropriate metrics.

The incumbent will be responsible for the project office staff (approximately 20) including a Project Office Scheduler/Planner, Project Managers, Project Engineer, Chief Facilities Engineer, and Administrative staff. The campus is beginning a major reconstruction and renewal program designed to achieve 1 ¿ 2 million square feet of leading-edge technical, scientific, office, and infrastructure in order to maintain and advance our position as a leader in national research and development of critical contributions to critical challenges. Our anticipated budgets for the cumulative projects: New Construction = $250M; Infrastructure Renewal = $40M; Renovations = $25M for the next phases. The Project Office Manager, Technical Services Department (TSD), reports to the TSD Department Head and Operations Executive.

The incumbent will be responsible for establishing and then leading a Project Office for the initial purpose of effectively managing all construction projects across the enterprise in a manner that ensures their alignment with organization strategic objectives. The Project Office Manager will interact with senior managers, executives, and major stakeholders across APL and The Johns Hopkins University to establish project plans and EVMS for the organization. The incumbent will be responsible for the integration of consistent project management methodologies, system, policies/procedures, metrics, and EVMS. Manage the project portfolio by leading the effort to establish project management processes in collaboration with stakeholders for the purpose of continuously reviewing, updating, and optimizing the portfolio and ensuring compliance with evolving organizational strategies, goals, and objectives. Responsible for appropriate ethical management of APL and sponsor interests and assets under the principle of fiscal management and fiduciary responsibility.

Monitor the portfolio by reviewing key performance indicators through EVMS and other software systems in order to proactively address performance issues and maintain alignment with the organization¿s strategic business goals. Establish relevant portfolio management processes (e.g., change management, risk management, issue management, resource management, and quality management) and policy / procedures consistent with the organization¿s existing processes and the programs established under this position, in order to maintain portfolio viability. Define the portfolio component prioritization process using appropriate criteria (e.g., dependencies, resource capacity and capability, technology) in order to sequence portfolio components and manage performance to schedule and cost.

Communicate the daily and tactical direction for all TSD projects and Lab construction programs to the Project Office team, stakeholders, and management in order to ensure a uniform message and approach to projects is achieved. Utilize appropriate systems to provide strong decision matrix visibility in support of Lab requirements. Provide portfolio management performance reports in accordance with the portfolio management communication plan in order to support executive decision making. Educate the organization about the portfolio management framework by providing for appropriate training in order to successfully implement portfolio management on a broader basis. Personnel management responsibilities for Project Office. Hire, retain, mentor, and develop Project Office staff; salary administration; monitor and provide performance feedback to PO staff on a continuing basis and conduct periodic performance evaluations; as necessary, manage staffing levels and team development to parallel Lab¿s annual and five-year plan.


Requirements

Required: ¿ Master´s degree, or equivalent, in engineering, project management, construction, or architecture, or MBA with BA/BS in Architecture or Engineering ¿ PMI Certification in appropriate area. ¿ A minimum of 10 years of increasing responsibility in construction and Project Office experience or equivalent.

Responsibility for a single project greater than $50M and multiple projects under $50M. ¿ Formal scheduling, resource loading, and reporting (in particular, EVMS) experience. ¿ Strong fiscal knowledge and ability to adapt to APL¿s customized financial system. ¿ Strong communication (both oral and written), influence, and internal organizational negotiation skills. ¿ Confidence and poise to present to various levels of APL management. ¿ Prior supervisory and leadership of people, programs, and customer relationships. ¿ Team building ability through listening to subordinates. ¿ Achievements in customer services and high quality service/product delivery. ¿ Applicants selected will be subject to a Government security investigation and must meet the eligibility requirements for access to classified information. Eligibility requirements include US citizenship.
